Position Overview
As a Foreman for Cleveland County, you'll oversee the repair and maintenance of roadways, bridges, and public access sites within the district. This role requires extensive knowledge of building roads,  highway maintenance practices and procedures, as well as strong leadership skills to coordinate activities and ensure compliance with standards. Reporting to the District 2 County Commissioner, you'll play a critical role in managing maintenance operations and supervising a team of employees.

Compensation
  • $70,000.00 - $90,000.00
Essential Functions
Knowledge and Skills
  • Proficiency in highway maintenance equipment operation and care.
  • Knowledge of modern highway maintenance practices and procedures.
  • Familiarity with budget preparation and control.
  • Ability to plan and coordinate work schedules and activities.
  • Strong leadership and supervisory skills.
  • Excellent organizational and communication skills.
  • Adherence to safety protocols and procedures.
  • Disaster response experience with flooding, fires and tornados.

Project Management
  • Manage maintenance activities to maintain uniform standards.
  • Develop and implement goals, policies, and priorities for maintenance projects.
  • Plan, direct, and review work plans and activities to ensure efficiency.
  • Allocate resources, including equipment and materials, for maintenance operations.
  • Supervise garage and maintenance crews in various operations, such as pavement patching and guardrail reconstruction.
Personnel Management
  •  Experience managing, and leading a team.
  •  Select and assign staff, ensuring fair employment practices.
  •  Coordinate work activities, set priorities, and direct subordinate employees.
  •  Evaluate employee performance and identify training needs.
  •  Maintain proper labor relations and ensure compliance with employment conditions.
Administrative Tasks
  • Maintain records, prepare reports, and compose correspondence related to maintenance work.
  • Prepare work schedules and estimates for materials, equipment, and labor.
  • Initiate personnel actions, including promotions, transfers, and disciplinary measures.
  • Coordinate with engineers and highway officials on permit applications and right-of-way encroachments.
  • Work together with civil engineers for grading out projects.
Minimum Qualifications
  • High school diploma or equivalent.
  • Six years of construction experience, including two years of supervisory experience.
  • Oklahoma Class A CDL with relevant driving experience.
  • Completion of First Aid/CPR and Work Zone Safety Training within six months.
Safety and Compliance
  • Ensure compliance with safety regulations and hazard precautions.
  • Conduct road inspections to identify maintenance needs.
  • Monitor work activities and productivity to maintain quality standards.
  • Address complaints related to road conditions and right-of-way encroachments.
  • Supervise vehicle and equipment servicing and repairs.

Physical Demands and Working Conditions 
  • Work is conducted in various environments, including construction sites and outdoor settings. Safety precautions and protective gear are required.
  • Repeated lifting of up to 75 pounds unassisted, occasional lifting up to 100 pounds with assistance.
  • Ability to stand, reach, and bend 75% of the time.
  • Ascends/descends stairs 50% of the time.
  • Communicate with others accurately and effectively 100% of the time.
  • Work hours may include early mornings, late evenings, weekends, and holidays.

Safety
The employee shall be knowledgeable and follow Cleveland County’s safety policies and procedures. The employee must immediately report any accidents, unusual occurrences, or any other safety-related issues to his/her supervisor. 
Travel
Employees in this position are required to travel to and from job sites within Cleveland County.

Special Requirements
  • Applicants must be currently authorized to work in the United States on a full-time basis without sponsorship.
  • Successful completion of a pre-employment background check
  • Successful completion of pre-employment drug and alcohol testing, with random testing during employment.
  • Must possess a valid driver's license from a U.S. State or Territory to perform necessary job-related travel.
